Momma Meepster is a meep NPC that can be found near the Big J's located in Snowhill.
Misplaced Meeps[]
Momma Meepster hosts a quest called Misplaced Meeps in which the player is sent to locate her baby "Meeps" which are scattered across the Sacred Grove.
After completion of the Misplaced Meeps quest, Momma Meepster introduces the opportunity to adopt a Meep Pet Pal for the regular price of 
25,000 and to Members at the 10% discount price of 22,500.
